    MOS Codes: None

    Education and Experience : A Bachelor's degree or higher in engineering, and six (6) years of professional engineering experience as a Registered Professional Engineer in the design of municipal potable water and/or wastewater systems, including two (2) years in a managerial capacity.

    Licenses and Certificates : Registration as a Professional Engineer in the State of Texas required at time of application or equivalent transferable from another state having reciprocity, which must be converted to Texas registration within one (1) year of appointment. Some positions may require a Texas Class "C" Driver's License or equivalent from another state.

    General Purpose

    Under general direction, provide professional engineering expertise on the design, planning and management of construction projects of the engineering services division of the Water Utility.

    Typical Duties

    Review engineering plans and specifications for constructability, quality control, and assurance. Involves: Approve all engineering design documents. Provide technical oversight and assistance to engineering staff of the Water, Stormwater and Wastewater Divisions. Make expert assessments of selected sites for construction, evaluating the structural, environmental and commercial feasibility of future projects. Coordinate the field engineering aspects of design and construction to include the surveying and utility coordination. Responsible for creating detailed drawings, plans, schedules and cost estimates of the construction and engineering work required. Develop and review plans and specifications, determines scope of work, evaluates proposals, and makes recommendations to ensure projects comply with city, state, and federal standards.

    Monitor the quality control inspection of construction projects to ensure that materials' testing results are interpreted and applied correctly. Perform cost estimates to identify and prioritize projects in the Capital Improvement Program. Apply research methodology by gathering and analyzing data to solve diverse problems such as investigating material quality, checking outside consultant work, and improving design processes, . Review and evaluate work flows and procedures. Identify, troubleshoot, and resolve issues and problems arising onsite, offer expert advice, close out any possible gaps and address any unforeseen risks.

    May supervise assigned personnel. Involves: Meet with senior, supervisory and general staff on regularly scheduled basis. Prioritize and coordinate divisional activities. Instruct, review, guide and check work. Appraise employee performance of senior staff and review evaluations by supervisors. Provide training and development. Enforce personnel rules, regulations, and work and safety standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hires, terminations, transfers, disciplinary action, merit pay or other employee status changes.
