    Description

    Plans, directs, and manages matters of technical strategy, oversees the technical infrastructure's operations and maintenance staff to ensure high availability of mission critical systems, and develops and implements architecture that optimizes information technology across boundaries within Metro to achieve organization goals and objectives. The Deputy Executive Officer, Enterprise Architecture and Infrastructure (CRM) leads the modernization of Customer Relations Management (CRM) systems, including Salesforce, to support secure, scalable, and integrated digital services. This role oversees cross-functional teams in delivering Application Programming Interface (API) integrations, Payment Card Industry ( PCI) compliant payment gateways, fraud detection controls, and robust infrastructure. Ensures technical standards, enterprise architecture models, and system protocols align with public sector requirements and long-term agency goals.

    Examples of Duties

    • Provides technical leadership and operational management of Metro's information technology operations, facilities, and services
    • Designs and implements information systems to support the enterprise infrastructure
    • Develops, establishes, and publishes data architecture models for the enterprise
    • Strategizes and prioritizes integration of each business domain into the application architectural model for the enterprise
    • Derives the system architecture, identifies the risks associated with a design, and ensures that the product meets Metro requirements
    • Leads in technical design decisions by advising staff, recommending solutions, and resolving complex technological problems
    • Interacts extensively with Information Technology (IT) customers to understand Metro's business strategies
    • Ensures that business and technology are in alignment by linking Metro's missions, strategies, and processes to its technology strategy
    • Assists Metro leadership in understanding the complexities of information resources, service delivery, technologies, and the information demands of the Metro community, as well as, the opportunities presented by new and existing technologies
    • Expands the use of technology by designing, publishing, and implementing architectural models as a strategic enabler of agency goals and objectives
    • Directs the preparation of requests for proposals (RFPs) for various assigned projects
    • Oversees the work of contractors and consultants in the study, design, development, implementation, and maintenance of the information systems and related projects
    • Plans, directs, and coordinates the unit activities which develop, implement, administer, and maintain operating, database, data storage, and network systems within the agency
    • Manages assigned departments, including developing, monitoring, and adhering to Metro's policies, procedures, budget, and achieving unit goals and objectives
    • Develops and manages the department's information security, business continuity, disaster recovery, and safety programs to mitigate system or other catastrophic failure
    • Advises CITO (Chief Information Technology Officer) regarding technology training needs
    • Supervises, trains, and motivates assigned staff
    • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

    Minimum Qualifications

    A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

    Education
    • Bachelor's Degree in Computer Science, Information Systems, Business Administration, or a related field; Master's Degree in a related field preferred

    Experience
    • Five years of relevant senior management-level experience administering information systems

    Certifications/Licenses/Special Requirements
    • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
    • Certification in Database Administration, Network Administration, or Platform Administration

    Preferred Qualifications

    Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

    The following are the preferred qualifications:
    • Experience managing enterprise architecture and infrastructure of Customer Relationship Management (CRM) systems such as Salesforce or similar systems in a public sector environment
    • Experience leading cross-functional technical teams (20+ staff) in the full-cycle delivery of CRM modernization, payment gateway integration, and large-scale Application Programming Interface ( API) deployments
    • Experience developing and managing Information Technology (IT) infrastructure utilizing enterprise architecture models, technical standards, enforcing development protocols, and aligning Salesforce initiatives
    • Experience managing Salesforce development solutions with Apex, LWC, Experience Cloud, and system integrations platforms like MuleSoft and/or Jitterbit
    • Experience delivering secure digital payment ecosystems including implementing Payment Card Industry (PCI) compliant gateways and/or fraud detection controls, transactional API and financial audits within CRMs such as Salesforce or similar

    Group Life Insurance- PTSC pays for an amount equal to your annual salary, rounded up to the nearest $1,000. Minimum amount of life insurance is $30,000.

    Accidental Death & Dismemberment Insurance- PTSC provides $50,000 coverage for each employee. Additional voluntary coverage in amounts up to $500,000 is available at favorable premium rates.

    Long-Term Disability Insurance- 100% employer paid. Provides employees with a minimum income of 60% of earnings after six months of disability. Buy up or buy down options available.

    Holidays- 12 days a year: New Year's Day, Martin Luther King, Jr. Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans' Day, Cesar E Chavez, Juneteenth,Thanksgiving Day, Day After Thanksgiving, and Christmas Day.

    Pension Plan- PTSC retirement plan is the Public Employees' Retirement System (PERS). Vesting is five (5) years. Minimum retirement age is 52, based on the 2% at 62 formula.
