Position DescriptionFinal Filing Date: Sunday August 10, 2025Exam #: 25/14M06/07LCThe County of Monterey County Administrative Office invites applications for the position of Sustainability Program Manager.
The Sustainability Program Manager, under general direction, will lead and coordinate the efforts aimed at reducing emissions and greenhouse gases and preparing the County for climate change adaptation. This position will implement the County’s Climate Action Plan which may include projects that reduce greenhouse gases or improve energy efficiency, address climate change adaption due to sea level rise, coastal erosion, fire hazards, drought, or extreme weather events, and advice County management of commute alternatives, environmentally friendly purchasing, and green building in accordance with the County’s goals and plans. This position works out of the Government Center in Salinas located at 168 W. Alisal Street and typically works Monday - Friday, 8:00 am - 5:00 pm.
The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.
Examples of Duties- Plans, organizes, implements, and directs Countywide sustainability programs
- Plans, directs, and supervises the work of staff engaged in the day-to-day activities; selects, assigns, and motivates employees; trains employees; evaluates employee performance and initiates disciplinary action as required
- Develops, manages, monitors, and implements the Climate Action Plan and Municipal Climate Action Plan
- Monitors and evaluates the efficiency and effectiveness of the Sustainability Program’s initiatives, policies, and programs, and recommends modifications as necessary to the County Administrative Officer and Board of Supervisors
- Develops and maintains effective working relationships with key County departments and external stakeholders
- Prepares and presents written and oral reports, including to the Board of Supervisors and Board Committees as required
- Participate in the implementation of sustainable and ecofriendly infrastructure at County facilities (i.e., solar panels, battery storage, energy efficient upgrades, etc.)
- Interprets and analyzes existing and proposed environmental/sustainability federal, state, and local legislation and acts as a subject matter expert to determine regional impacts and assist in formulating County positions on such legislation
- Attends meetings, conferences, and trainings; participates on committees and tasks forces as needed
- Identifies grant opportunities and negotiates, prepares, and administers contracts and agreements
- Manages and monitors the preparation, implementation, and administration of the Sustainability Program’s budget and expenditures
- Develops public outreach plans and oversees marketing and outreach for sustainability programs and projects
- Develops and oversees updates to the Sustainability Program’s website
- May be assigned as a Disaster Service Worker as required
- Represents the County on matters affecting areas of responsibility

THE SUCCESSFUL CANDIDATE

Thorough Knowledge of : - Principles and practices of program management including planning, implementation, and evaluation
- Principles and practices related to sustainability, climate change, green building, environmentally preferable procurement, energy efficiency, recycling, and waste reduction
- Pertinent federal, state, and local laws, codes, and regulations
- The principles, practices, and techniques of research and statistical analysis
- Effective techniques for speaking before groups and preparing public presentation
Working Knowledge of : - Principles and practices of administration including budget, personnel, and grants management
- Local government organizational structure and functions
- Modern office procedures, methods, and equipment including computers and various software
Skill and Ability to : - Plan, implement, and evaluate comprehensive programs, projects, and activities
- Independently develop, manage, and administer program goals, objectives, and performance measures
- Serve as primary subject matter expert in assigned area
- Oversee compliance with pertinent mandates, laws, codes, rules, regulations, and agreements
- Research, analyze, and prepare clear and concise reports, correspondences, policies, procedures, and other comprehensive written materials
- Research, analyze, interpret, and present findings on complex data, documents, technical studies, agreements, contracts, and other related data and documents
- Analyzes problems and identifies alternative solutions, project consequences of proposed actions, and implements recommendations in support of goals
- Evaluate and recommend changes to policies, practices, and procedures
- Plan, develop, and monitor a program’s budget
- Administer grants and contract activities to ensure compliance
- Assess financial and operational viability to projects and recommendations
- Work effectively in time-sensitive situations to meet deadlines; coordinate multiple projects and complex tasks
- Establish and maintain effective working relationships
- Exercise sound independent judgment and demonstrate initiative and creativity with minimal supervision
- Select, motivate, and evaluate staff and provide for their training and professional development
- Communicate effectively both orally and in writing
- Operate modern office equipment including computer equipment and specialized software applications programs
Examples of Experience/Education/TrainingAny combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment listed above is qualifying. An example of a way these requirements might be acquired is:
Experience:
Five (5) years of broad and progressively responsible experience performing analytical, administrative, and management duties within any of the following fields: Sustainability, climate change, green building, resource conservation, energy conservation programs/policy, or other relevant area. Experience in the public sector at the supervisory and/or management level is highly desirable.
AND
Education :
Graduation from an accredited college or university with a bachelor’s degree in Environmental Science, Environmental Management, Environmental Economics, Public Administration, Business Administration, or a closely related field.
Additional InformationCONDITIONS OF EMPLOYMENT The required conditions of employment include, but are not limited to the following:
- Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority
- Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings
