    The Position

    Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.

    Incumbents are responsible for administering a large and complex program which affects a significant number of people on a continuing basis; develop, revise, recommend, and implement changes to work plans, program performance standards and objectives for providing services, and eligibility requirements as permitted by program regulations and guidelines; ensure compliance with State, federal and/or other granting agencies rules and regulations; and draft laws, rules and/or regulation changes.

    The Office of Workforce Innovation (OWINN) is recruiting a Program Officer 3 position in Las Vegas. Under limited supervision, incumbents perform a variety of duties related to implementation of career pathways demonstration programs and function as the career pathways demonstration program coordinator for OWINN. The incumbent will be responsible for implementing and managing the Career Pathways Demonstration Program by conducting research and analysis of national best practices, organizing program documentation, and developing long-term plans to enhance services. They will create systems to track measurable outcomes and lead all program-related meetings as a technical expert. Additionally, the role involves developing operating procedures by analyzing workflows and collaborating with key stakeholders, including school districts, the Nevada System of Higher Education, regional development authorities, and industry representatives. The incumbent will also establish evaluation criteria for program performance and coordinate with the Nevada Department of Education to implement work-based learning opportunities for students. Fiscal management will be a key responsibility, starting with budget forecasting based on historical data and evolving the use program-specific data. ***THIS RECRUITMENT MAY CLOSE WITHOUT FURTHER NOTICE DEPENDING ON THE NUMBER OF APPLICATIONS RECEIVED.     To Qualify:

    In order to be qualified, you must meet the following requirements:
    Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment and two years of professional experience in planning, coordinating or administering a program which included interpretation of laws and regulations; development of program policy and procedures; development and implementation of program performance standards and objectives for providing services; and development and implementation of eligibility requirements; OR graduation from high school or equivalent education and four years of professional experience as described above; OR one year of experience as a Program Officer II in Nevada State service; OR an equivalent combination of education and experience as described above. Special Notes Some positions may require agency specific experience which will be identified at the time of recruitment. Special Requirements This position requires a valid driver's license or evidence of equivalent mobility at the time of appointment and as a condition of continuing employment.     The presence of Nevada's earliest inhabitants, beginning about 12,400 years ago, is marked by many petroglyphs and archaeological sites. Baskets, decoys, and ingenious traps are evidence of the resourcefulness of these early people in a harsh and arid environment.

    Today, Nevada is the nation's seventh largest state in land area. Several hundred mountain ranges cross its landscape, many with elevations over 10,000 feet. In contrast, the State's lowest point (along the Colorado River) is only 470 feet above sea level. From majestic mountains to desert valleys, nature has endowed Nevada with diverse and unique ecosystems.
