Are you ready to join the nation's premier assessment agency? As an Appraiser in training, you will participate in a formal one-year Appraiser Trainee Certification Program (ATCP) designed to prepare you for a career in real estate with the Los Angeles County Office of the Assessor. The purpose of this program is to teach you the theory of appraising and techniques of valuing real property for assessment purposes.
The training program will be a combination of classroom instruction and appraisal field training under the direction of experienced appraisers. This combination of theory and practical experience makes for an interesting and well-rounded training program. You will learn various appraisal methods which involve the application of appraisal principles and practices used in the valuation of real property for assessment purposes.

Essential Job Functions Appraiser Trainee Certification Program (ATCP) Training Curriculum - Participates in formal classroom and on-the-job training to learn the theories, principles, and techniques of the accepted approaches to value (cost, sales comparison, and income), including complex mathematical formulas and concepts.
- Learns the policies and procedures of the Office of the Assessor in order to establish a foundational knowledge of property tax assessment.
- Under close supervision, learns to apply the cost approach. This will include performing on-site inspections of residential, commercial, or industrial structures.
- Learns how to utilize departmental records, property database systems, and other analytical software in order to research assessment situations, and coordinate and enroll property tax assessments.
- Learns how to evaluate taxpayer inquiries, both verbal and written, in order to determine the appropriate action, such as assessment changes and assessment enrollment.
- Communicates with peers, supervisors, government agencies, and members of the public in order to answer questions, or gather, disseminate, and request information.
- Collects, verifies, and examines market data for the purpose of completing appraisals and assessments.
Field Assignment - Collects, verifies, and analyzes market and subject information as needed in each of the three professionally accepted approaches to value in order to determine and estimate of fair market value.
- Collects, verifies, and analyzes income, expense, sales, and cost data, including information regarding property transfers to be used in the appraisal of residential, commercial, and industrial property and in the preparation of appraisal reports and market data studies/reports.
- Conducts on-site inspection of residential, commercial, or industrial property for assessment purposes; measures improvements, notes property characteristics, prepares diagrams to scale, and computes square footage to ensure correct valuation.
- Interfaces with evolving systems to access departmental records and data in order to research assessment situations, update parcel information, and/or enroll property tax assessments.
- Prepares assessment appeals cases and testifies as an expert witness at Assessment Appeals Board (AAB) hearings.
- Communicates with taxpayers or their representatives, verbally and/or in writing, in order to explain assessment policies and procedures and answer questions concerning property assessments.
- Communicates and collaborates with supervisors, peers, support staff, and outside agencies in order to request, gather, disseminate, and clarify information.
- Participates in continuing education regarding theories, principles, techniques, and other aspects of assessment and appraisal work as mandated by the Board of Equalization to maintain certification.
Requirements REQUIREMENTS TO QUALIFY OPTION I : A bachelor's degree from an accredited four-year college or university.
OR OPTION II : Sixty (60) semester or ninety (90) quarter units of credit from an accredited college or university and two (2) years holding the County of Los Angeles payroll title of Appraiser Assistant.
Desirable Qualifications: 1) A valid and permanent certification of Appraiser issued by the California Board of Equalization.
2) A bachelor’s degree from an accredited college or university in business, accounting, finance, management, real estate, economics, or related field.
For Option I, to verify that you meet the education requirement, we need you to submit a copy of your official diploma, official transcript, or verification letter from school's Registrars Office on the official letter head of the school with college or university seal. For Option II, a copy of your official transcript demonstrating units completed must be provided. The document should show the date the degree was conferred (Option I) or units completed (Option II) and be in English; if it is in a foreign language, it must be translated and evaluated for equivalency to U.S. standards. To receive credit for completion of a permanent certification of Appraiser, you must provide a copy of the certificate.

CERTIFICATION REQUIREMENTS
You will need to meet Property Tax Appraiser certification requirements established by the California State Board of Equalization within one (1) year of employment.
PHYSICAL CLASS Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
LI CENSE A valid California Class C Driver License is required at the time of appointment.
Successful applicants for positions that require driving must obtain and present a copy of their driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant’s driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked.
Additional Information Once we have identified that you meet the requirements, an invitation regarding the following assessment processes will be sent: EXAMINATION CONTENT This examination will consist of TWO parts:
Part I - Multiple Choice assessment:
- Grammar and Punctuation
- Vocabulary
- Reading Comprehension
- Arithmetic
- Logic and Data Interpretation
- Spatial Relations
Only those candidates who pass the Part I with a score of 70% or higher will proceed to Part II weighted 100%. Part I is not reviewable by candidates per Civil Service Rule 7.19. Part II - Structured Interview, asses:

- Interpersonal Skills
- Computer Applications
- Oral Communication
Candidates must meet the requirements and achieve a passing score of 70% or higher on each test part in order to be placed on the eligible list. TRANSFER OF TEST COMPONENTS If you recently took identical components for other exams, the test responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.
Applicants applying for Appraiser/Real Property (G1962AH) and Appraiser/Personal Property (G1962AI) simultaneously, will only be allowed to take Part II (Structured Interview) once. TEST PREPARATION We provide study guides and other test preparation resources to help candidates prepare for employment tests. While the guides may help in preparing for the test, we recommend reviewing all related materials that seem necessary.

ELIGIBILITY INFORMATION Candidates who passed the assessment are placed on a list in the order of their score group for a period of six (6) months. We will use this list to fill vacancies as they occur.
VACANCY AND JOB APPOINTMENT INFORMATION As a condition of employment, appointees must successfully complete the ATCP. Appointees must successfully pass the twelve (12) month probationary period and comprehensive final certification examination. Failure to pass will result in release from employment as an Appraiser.
Willingness Requirement: As part of your field training, you will be assigned to any of our locations and can be moved to a different location upon completion of the ATCP. There is no guarantee that we will be able to accommodate your preference in location during or after field training. Therefore, you must be willing to work in any of the locations listed.
