    The Job

    The Purchasing Department is recruiting for the position of Buyer I to purchase goods and services for use by County departments and districts. This position will research products and suppliers; review bids and perform cost analysis; assist vendors; track metrics; coordinate deliveries; assemble solicitation and contract documents; review and process contract change orders; and may assist in administering contracts.

    CONDITIONS OF EMPLOYMENT

    A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

    Minimum Requirements

    CANDIDATES MUST MEET ONE OF THE FOLLOWING OPTION REQUIREMENTS:

    OPTION 1

    Must possess a completed/awarded Bachelor's degree in purchasing/supply management, business administration, economics, finance, marketing, or a closely related field .
    *NO EXPERIENCE REQUIRED*

    OPTION 2
    Must possess a completed Associate's degree from an accredited institution AND two (2) years of full-time experience with primary responsibility for performing one or more of the following: Request for Proposals (RFP) development and RFP process management; vendor contract development and administration; contract best value analysis and negotiations; project management related to procurement; direct buying of goods or services; or supply chain management. (Experience must be clearly described in the Work Experience section of the Application.)

    Substitution:
    Twelve ( 12) semester (18 quarter) units of coursework in supply management, contracting, negotiation, finance or project management may be substituted for the one (1) year of qualifying experience. (Transcripts MUST be submitted with the application in order to consider the substitution option.)

    EDUCATION

    Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.     Desired Qualifications

    The ideal candidate will exhibit the following abilities and/or attributes:
    • Possession of Certified Public Purchasing Buyer (CPPB) or Certified Professional in Supply Management (CPSM) certification.
    • Experience in a centralized, public sector purchasing department with direct buying experience.
    • Customer service driven and results-focused in order to provide prompt and efficient service; including prioritization of customer services.
