    Requirements

    MOS Codes: 0002 (Navy), 70A, 70B (Army) , 41A1A (Air Force)

    Education and Experience : Bachelor's Degree or higher in Public Administration, Health Education, Biological Sciences, or a related field and five (5) years of progressively responsible professional experience in public health or management of other public sector programs, including two (2) years of supervisory experience.

    Licenses and Certificates : Texas Class "C" Driver's License or equivalent from another state by time of appointment.

    General Purpose

    Under general direction, manage public health programs in clinical services, community health, educational services or other assigned division.

    Typical Duties

    Coordinate and develop public health program(s). Involves: Manage, supervise and outlines, short and long-term goals, and program priorities. Monitor work progress and overseeing development and administration of assigned program operating budget. Conduct and attend meetings and chair committees regarding the implementation of projects, strategic planning, grant proposal/administration or other administrative issues.? Plan, implement, and administer multiple health projects in collaboration with other health department programs including Emergency Preparedness, Health Education, Epidemiology/Communicable Disease Control, WIC, Food Inspection, Preventive Medicine, Clinics, Immunizations and Laboratory Services.

    Conduct regular inspection and evaluation of performance against approved plans and objectives to assess and improve services. Involves: Prepare reports regarding program activities, accomplishment and goals. Coordinate activities with community groups, health providers, and community organizations on both non-emergency and emergency conditions. Assist in responding to and resolving sensitive inquiries and complaints from both internal and external sources.

    Monitor and approve budget expenditures. Involves: Prepare and administer operating and maintenance budget. Prepare grant proposals, establish objectives, and assist in program or project monitoring. Review and research application materials to obtain pertinent information. Consult with others within the department or within the City to determine applicability of grant. Coordinate information between departments and agencies regarding grant information and status. Direct and monitor grant program activities and evaluate results. Develop comprehensive reports evaluating grant objectives and performance and providing such reports to grant-funding agencies. Develop statistical and narrative reports and data analysis to document and analyze the results of the program's efforts for the department, Health and Human Services Commission and other agencies to assist in their investigations and prevent further introduction and spread of disease.

    Represent the program in meetings and prepare correspondence to individuals or institutions that may impact the control of public health diseases and hazards. Provide support services not considered to be routine that facilitate program activities. Provide input to management and administration regarding how staff achieves program objectives and adheres to policies, protocols and procedures. Review and evaluate service delivery methods and systems including administrative and control systems and internal relationships.? Identify opportunities for improvement to systems and standard operating procedures to enhance efficiency and internal control and make recommendations to the department leadership . Additional duties may be assigned based on operational needs.

    Supervise assigned staff. Involves: schedule, assign, instruct, guide and check work. Appraise employee performance. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, merit pay or other employee status changes.
