The Mills River Town Manager manages a staff team of 11 full-time and four part-time employees with five direct reports: Finance Director, Planning Director, Deputy Clerk, Deputy Tax Collector/Administrative Assistant, and Parks Director. The Town Manager will oversee Mills River’s FY 2023 – 2024 budget of $9.1M ($6M Operating, $3.1M Capital Projects), supported by a tax rate of $.17 per $100 of assessed tax value.
Upon their appointment, the Town Manager will dive into projects or processes already in motion, such as updating the Town's codes. The Science and Engineering Division provides engineering, planning, program management and laboratory services for the City's Wastewater, Surface Water and Solid Waste utilities. The major areas of focus include collection system pipes, wastewater treatment plants, pumping stations, regional drainage facilities, landfill facilities, stormwater systems, sampling and analyses, environmental cleanup projects, and regulatory compliance both as a regulator and a regulated entity. The Science and Engineering Division is comprised of the following five core sections, in addition to administrative and technical services support groups: Environmental Services Laboratory, Environmental Programs, Asset Management, Capital Delivery, and Special Programs Group. The ES Lab’s mission is to provide high-quality analytical lab services for the City’s and regional partners responding to environmental regulations, supporting research and developing solutions to environmental problems facing the greater Tacoma area and Puget Sound. This position provides management and technical oversight for the Environmental Services Laboratory at CUW. This position has final responsibility for lab quality assurance, work product timeliness, lab safety, laboratory equipment and supplies, staff development and training, operational budget, and spending approvals within the laboratory. This position is directly responsible or influential in meeting a number of key environmental regulations by performing analyses of environmental samples for the Clean Water Act, Resource Conservation and Recovery Act, Comprehensive Environmental Response Compensation and Liability Act, Model Toxics Control Act, and hazardous waste designation rules. Manage inspection staff tasked with providing inspection/investigation of all linear infrastructure construction projects/contracts, i.e. annual on-call construction, sewer rehab construction, private development construction, defective private sewer lateral connections, water tap connections, private property spills, etc. Acts as a liaison between several City of Atlanta departments, i.e., ATLDOT, DPW, etc. and internal DWM offices/divisions to ensure compliance. Manages by-pass pumping contract and coordinates with vendors to solicit quotes and ensure equipment functionality and compliance Develop necessary compliance reports, letters/memos, and related correspondence document Responsible for extensive Quality Assurance/Quality Control and reconciliation of work orders, daily dairies, and related field documentation. Plans the daily assignment for assigned inspection staff; approves and maintains records of employee time and attendance. Performs field inspections and evaluations; meets with the citizens regarding water and wastewater complaints. Performs field investigations, research and respond to water and wastewater related claims and lawsuits against the City of Atlanta; Investigates job sites discrepancies. Directs and participates in meetings to discuss research results; reviews inspection details and determine best plan of action for complaint resolution. Provide quality customer service through thorough inspection, investigation, and communication with citizens and internal/external stakeholders regarding water and wastewater complaints and related matters. Supervises, trains, and participates in the investigation, reporting, and coordination of resolution water and wastewater complaints or maintenance and repair of water and wastewater infrastructure. Prepare estimates for the changes in the works from subcontractors. Check work as it is being performed to be sure it is accurate within accepted tolerance. Knowledge of City’s Code of Ordinances and environmental regulations as they relate to water and wastewater infrastructure and compliance. Ability to train and instruct staff in water and sewer field inspection techniques; ability to communicate well with citizens, sometimes under difficult circumstances.
